What is bid and tender writing?
A tender is your organisation’s response to a Local Authority's invitation to provide a service. The submission may include eligibility questions, written quality responses, pricing schedules and supporting documents.
A strong response explains how your organisation will deliver the required service and supports those commitments with relevant evidence.
QMADS helps you understand the requirements, organise your information and prepare responses that address each question and its scoring criteria based on quality & pricing.

How we confirm your price
We assess what the tender requires, how much preparation, support, and resources are needed to complete it.
Your quotation identifies the questions, lots, documents, review rounds and submission responsibilities included. Where several lots share the same responses, we account for that overlap when pricing (and do not charge extra for this).
New policies, financial modelling, additional procurement stages and substantial changes to the agreed service proposal are quoted separately unless included in your scope.

Answers
Common questions
Our service supports social care organisations, including domiciliary care agencies, supported living providers, residential care homes, nursing homes and specialist care providers. We prepare bespoke responses based on your service, experience and the commissioner’s requirements.
Yes. We support applications and tender responses for local authority (LA) care contracts, including homecare, supported living, residential care, nursing care and community support services. We review the specification, eligibility requirements and scoring criteria before agreeing the work.
We can support relevant Integrated Care Board (ICB) opportunities involving continuing healthcare, complex care and jointly commissioned health and social care services. We assess the opportunity first to confirm that it suits your organisation and falls within our expertise. Some ICB arrangements use provider-selection processes rather than open competitive tenders.
Yes. We support care framework applications, framework reopenings, approved-provider lists and further competitions. We help you understand the application requirements and present the evidence requested by the local authority or other commissioning organisation.
It depends on the opportunity. Local authorities and ICBs may specify registration requirements, inspection ratings, financial standing, relevant experience or references. We review those conditions and identify potential eligibility barriers before you commit to a full submission.
Yes. We can review your draft against the LA, ICB or other buyer’s specification and evaluation criteria. We identify unanswered requirements, weak evidence and inconsistencies, then provide recommendations or agreed amendments.
No, but we have had extremely high success rate; and that is because the way we write your tender. Ultimately, the Local Authority, Integrated Care Board or other buyer makes the award decision. Our role is to help you prepare a clear, complete and evidence-based submission that addresses the published requirements and scoring criteria.
We prepare your submission: Depending on your agreed package, we review eligibility, plan the responses, map supporting evidence, write the agreed content and complete revisions and final checks. Responses may cover care delivery, safeguarding, governance, workforce, mobilisation, business continuity and social value.
You provide the information and approval: Send us the tender documents, deadline, registration details and relevant evidence, including policies, workforce arrangements, contract examples, references and service outcomes. You supply your proposed prices and approve the accuracy of the submission and all delivery commitments.
