LIPS Healthcare is a major private healthcare provider based at Battersea Power Station in London.
Established in 2016, the organisation describes itself as the UK's largest private multi-speciality group, bringing together more than 170 consultants across 30+ specialities and treating more than 57,000 patients each year. Its services now span private GP and urgent care through to diagnostics, specialist consultations, procedures and surgery.
As the organisation developed its regulated healthcare model, QMADS was engaged initially to support its CQC registration and subsequently remained involved as part of its wider compliance and governance journey.
What QMADS did
The Regulatory Challenge
The regulatory requirements for a large multi-speciality healthcare provider are significantly broader than those of a single-service clinic.
LIPS needed a framework capable of supporting multiple clinical disciplines, consultants, patient pathways and regulated activities within the same healthcare environment.
This required alignment across:
clinical governance;
policies and procedures;
consultant and workforce oversight;
patient safety;
diagnostics and treatment;
surgical and procedural services;
medicines management;
audit and quality assurance; and
senior management oversight.
The challenge was therefore not simply to achieve CQC registration, but to establish systems capable of supporting compliance as the organisation grew.The Client

QMADS' Involvement
QMADS' work with LIPS developed across four key areas.
CQC Registration
QMADS supported LIPS through the registration process required to establish its regulated healthcare service at Battersea Power Station.
LIPS Healthcare was successfully registered by CQC on 22 August 2024. Its current registration covers five regulated activities, including Treatment of Disease, Disorder or Injury, Diagnostic and Screening Procedures and Surgical Procedures.
SaaS Policy & Compliance Portal
Following registration, LIPS utilised the QMADS SaaS compliance portal to support ongoing access to its policy and compliance framework.
For a provider operating across numerous clinical specialities, policies cannot simply be produced for registration and then left static.
The portal provides a structured mechanism for maintaining the organisation's compliance documentation and supporting continued regulatory readiness as services develop.
Mock Inspection
QMADS subsequently undertook a CQC Mock Inspection to test how effectively the organisation's regulatory systems were operating in practice.
The exercise moved beyond documentary compliance and examined whether the service could demonstrate the evidence, systems and operational controls expected during regulatory scrutiny.
The purpose was to identify potential weaknesses before they became regulatory issues and provide management with a clear view of its inspection readiness.
Good Governance
QMADS also supported LIPS through our Good Governance workstream.
For a healthcare organisation of this scale, Regulation 17 governance requires more than policies. Senior leadership needs reliable systems for understanding:
What is happening across the service?
Where are the risks?
Are audits identifying meaningful issues?
Are actions being completed?
Can the organisation evidence continuous oversight and improvement?
Our governance work focused on strengthening the connection between operational activity, quality assurance, audit, risk and senior management oversight.
The outcome
The Outcome
LIPS successfully established its CQC-registered healthcare service and has subsequently developed into a substantial multi-speciality private healthcare operation.
CQC currently registers LIPS Healthcare at Battersea Power Station as an independent healthcare service providing care to adults and children across five regulated activities. The service has not yet undergone its first CQC inspection since registration.
Meanwhile, the organisation has continued to expand its clinical offering and is developing a new day-case hospital with imaging, operating theatres and procedure facilities.
QMADS' relationship with LIPS therefore demonstrates a broader compliance lifecycle:
REGISTER → IMPLEMENT → TEST → GOVERN
Register the service.
Maintain the compliance infrastructure.
Test regulatory readiness through mock inspection.
Strengthen governance as the organisation develops.
Why This Case Matters
The LIPS engagement demonstrates that CQC compliance does not end when a registration certificate is issued.
The challenge becomes greater as providers expand into:

surgical procedures;
